Chris aceb1ba8b3 fix: 依審查報告修正 Paperclip package（P1-P4）

P1: routine key 改為 daily-quant-run，與 TASK.md slug 對齊
P2: 移除 quant-strategist 的 canCreateAgents 權限
P3: PROJECT.md 只保留 name/description/slug，leadAgentSlug/status 移至 .paperclip.yaml
P4: daily-secretary-digest 從 daily-quant-pipeline/tasks 移到 board-ops/tasks
